Thе article considered the emergence and development of preconditions «neshyra» – exit by Israeli visas in Western Europe and North America. Based on documents and memoirs of contemporaries highlights the emergence, the rise and importance of the movement «Freedom of choice». Analyzed a number of discussion points that were shown in the policy of the United States, Soviet Union and Israel on this issue.
