THE FACTOR OF «SMART POWER» IN THE CONTEXT OF US POLICY IN THE ASIA-PACIFIC REGION UNDER THE OBAMA ADMINISTRATIONS

The article describes the changes in American foreign policy under the B. Obama administrations.The main emphasis is put on the geopolitical shift of focus in the Asia-Pacific region, due to Washington’s desire to maintain and strengthen its position in the new environment of economic and military rise of China. In the context of the region an important component of US foreign policy is to apply the doctrine of «smart power», which includes both a recognition of the many «centers of power», cooperation with the subjects of international relations, as well as the preservation of the right to use military power, explaining its purpose and consequences.
