ENSURING THE RIGHTS OF REFUGEES BY STATE MIGRATION SERVICE AGENCIES IN UKRAINE (2002–2004)

The purpose of the article is to analyze, based on archival sources and historiographical achievements, the activities of the state migration service of Ukraine in 2002–2004 in ensuring the rights of refugees in the context of the formation of a national asylum system and the implementation of interna- tional legal norms. The research methodology is based on a combination of the principles of historicism,scientific objectivity, and systematicity. This approach made it possible to provide an unbiased account of thelogical changes in the historical process of the study. Based on an interdisciplinary approach, logical, histor- ical-comparative, historical-genetic, subject-chronological, and retrospective research methods were used.Scientific novelty. The study is the first to systematically and comprehensively examine and analyze the activ- ities of Ukraine’s state migration service agencies in the field of ensuring the rights of refugees in the period 2002–2004. Conclusions. For the first time, a comprehensive study of the functioning of the state system for theprotection of refugees in Ukraine at the stage of institutional development after the adoption of the new Law ofUkraine “On Refugees” of June 21, 2001, has been carried out. The organizational and legal mechanisms and practical approaches used by the state migration service of Ukraine to ensure the rights of refugees, including procedures for granting status, social protection, and compliance with the principle of non-refoulement, havebeen identified and analyzed. New archival and departmental documents detailing the practical work of the state migration service of Ukraine have been introduced into scientific circulation.
