LAND REFORM IN UKRAINE: STRATEGIC GUIDELINES, INTERNATIONAL STANDARDS, AND IMPLEMENTATION CHALLENGES

Abstract

The purpose of this article is to conduct a comprehensive analysis of the current state of land reform in Ukraine, identify strategic guidelines for its development, assess compliance with international standards of land management, and highlight the main problems and challenges hindering effective implementation of reforms in legal, economic, and social dimensions. Research methodology. The study employs a combination of methods to provide a holistic assessment of land reform in Ukraine. The analytical and descriptivemethod was used to systematize legislative and strategic documents; the comparative legal method to contrast Ukrainian experience with international land management standards; a systematic approach to evaluate the interconnections between legal, economic, and social aspects of reforms; documentary and content analysis to identify gaps and trends in the reform process; and the inductive-deductive method to derive generalizations and scientifically grounded conclusions. Scientific novelty. The novelty of the study lies in its comprehensive analysis of Ukraine’s land reform from the perspectives of strategic development, international standards, and legal instruments. For the first time, Ukrainian legislative acts, strategic documents, and international experience in land cadastre management have been systematized, enabling the identification of key problemsand challenges in implementing reforms across legal, economic, and social dimensions. The study proposesnew approaches for adapting international practices and offers recommendations to improve the legal andadministrative framework governing land relations in Ukraine. Conclusions. Land reform in Ukraine requires an integrated approach combining legal, economic, and social regulation. Strategic development guidelineshave been identified, including the establishment of a transparent land market and modern cadastral systems aligned with international standards. Key challenges in implementing reforms include insufficient legal protection, limited digitalization, and weak oversight of land use. Adapting international experience is recommended to enhance reform effectiveness and support the sustainable development of the agricultural sector.
