Prerequisites of the basis of congresses of the Russian scientists and doctors, emphasizing of medical section and its transformation in professional departments are explored in the article. The attention to participation in work of congresses of the Ukrainian scientists-hygienists and their scientific searches in the direction of social and school hygiene is paid. The review of work of the VII congress of the Russian scientists and doctors in Odessa in the medical direction and, especially, in the field of hygiene and its fundamental influence on the beginning of independent hygienic section in the subsequent congresses is made.
